I know Mike Waltz has good credentials, but I’m not following the systematic problem.
Regarding the education aspect, I could see a scenario where leadership downplayed emphasis because they knew which way most service members would vote. When I was in, they always started several months out reminding people to register, then the messaging switched to reminding everyone to request & send off ballots.
With all the online resources available, the onus is really on the individual.
I’ve never heard of the military maintaining a stockpile of ballots.

From the article
Translation - "A bunch of guys didn't pay attention and get their home state absentee ballots sent on time. When they all went down and asked for a special write-in absentee ballot, which virtually nobody ever uses, it turns out there was only a couple in each base and they quickly ran out"
quote:
“Our nation’s brave men and women in uniform brought to our attention that there has been inadequate education at the administrative level on how to register to vote, request an absentee ballot, and fill in a federal write-in absentee ballot if their state-issued ballot does not arrive in time,"
