I know Mike Waltz has good credentials, but I’m not following the systematic problem.

Regarding the education aspect, I could see a scenario where leadership downplayed emphasis because they knew which way most service members would vote. When I was in, they always started several months out reminding people to register, then the messaging switched to reminding everyone to request & send off ballots.

With all the online resources available, the onus is really on the individual.

I’ve never heard of the military maintaining a stockpile of ballots.

Translation - "A bunch of guys didn't pay attention and get their home state absentee ballots sent on time. When they all went down and asked for a special write-in absentee ballot, which virtually nobody ever uses, it turns out there was only a couple in each base and they quickly ran out"
