Better yet, Congress needs to undo the changes made to the Smith-Mundt Modernization Act in 2012.

CNN is not a broadcaster. They don't broadcast on the public airwaves and do not come under FCC regulations. , where, for example, the FCC has a policy against "news distortion" for broadcast stations but explicitly states it does not apply to cable, online news, or social media.
Additionally, the FCC licenses individual stations, not cable channels, and not entire networks such as ABC, Fox, NBC. It's the owners of those local stations that get the license.
