Gaza reconstruction Board of peace looking like the California High speed rail

I skimmed a number of articles looking for progress articles on the Gaza reconstruction efforts by the Board Of Peace. Perspective below
1. Hamas is being very muslim in negotiating disarmament meaning they won't and will attack construction crews that come to build a better place. Biggest Issue.
2. Studies, reviews, plans seem to be absorbing most of the reconstruction money. Feels like a government project where every opportunity is used to justify more wasted spending. ie. no rubble to be removed prior to an artifact analysis protecting history and religious rubble.
3. Isreal has control over 62% of the Gaza, Hamas got the other 38%. Isreal limiting progress until disarmament , Hamas not disarm.
Trump is going to get tagged with the reconstruction to nowhere and waste of billions if progress is not demonstrated. I suggest that a ship load of heavy equipment, and Brown & Root be dispatched to the Isreal safe side of Gaza to start immediately. Functional construction planning and execution only, no architects. Hire local, pay well, locate hires in good quarters. Keep the UN buercrats out of the loop. Show monthly progress on miles road, sanitary sewers, apartments moved in, schools built hospitals etc.
The unsafe side of the border will either disarm to join the progress or Isreal will continue with slicing off Hamas parcels of ground for liberation/reconstruction.
