In order to make General Officer you have to be a War College graduate, have served 18-24 months in a CSL position (Brigade Command or specific Corps-level G-staff primary positions), have a specific amount of Joint Service time and be nominated by the Senate.

I don't know much about the army or any other service, but he hoped to go much higher. I believe he graduated from war college but do not know. Just know he was the youngest Colonel in the army
