But nonetheless, CBO considers tax cuts spending.
Previous spending was already against the ceiling. They added more in this CR.
Trump was planning tax cuts first while the house argues cuts for 8 months. Now he can not cut taxes until either the ceiling increases or congress cuts spending (with an effective 1 vote majority)
