July 4th seems like a bad time to release a bioweapon especially in the northern hemisphere. Sure you will get good infection rates near release points but usually viruses have more difficulty spreading in warmer summer months because people are generally not packed into groups and UV radiation is higher during the summer. Viruses do not do well in UV light.
If I were a bioterrorist I would wait for November, like they did with COVID.
