I agree with you. Beaurocrats would simply wait out elected officials. Beaurocrats would gain power if term limits were enacted.

At some level that may be true but I'm not really sure that will weed out the establishment very well. Most politicians higher than dog catcher are in politics for life and are always looking for their next gig.
