Who pays no taxes? Even people that get a refund pay taxes. The refund is just the difference between what they paid and owed.
Also, the bill requires that you made a minimum amount to get money. The 17 year old that made $8k in the year working part-time does not get a check from what I read.

Not to mention if you take out the loan no one is forcing you to spend it all. Get the most they offer that won’t be secured and you don’t even have to provide collateral.

Actually many people pay zero taxes and actually get money back because of credits. That means no taxes paid and credits allow them money back.

There are many people who either don’t pay federal income tax or get a refund in excess of what was withheld.
The standard deduction is now $24,400 and the child tax credit is I believe $2,000 per child with some of that being refundable. Then there’s also the earned income credit, dependent child care credit, student loan interest deduction, and many other tax breaks.
It’s not very hard for a married couple with two or three young children making under $65,000 per year to end up getting a refund of all of their withholdings.
