Again, he gets credit and blame.
A President can only propose a defense budget across all agencies. It's the Congress that refines and proposes the NDAA for allocations/authorizations. The President only signs or rarely veto to have Congres renegotiate.
The wall didn't take away from DoD funds. It only added to total NDAA allocations.
