Treaty or not, there was an agreement, no? What does it matter whether it was a treaty, handshake etc. If leaders of some of the most powerful nations on earth engaged in diplomacy and reached a peace agreement with each other, then some of the parties to that agreement violate the promise/agreement they made, it's a breech of trust and a breech of a promise with significant consequences.
