Both can be true. In fact, it's easier to cheat a campaign headed by a dim someone.

Also, the frickery that matters is race-to-race, election-to-election. It's not like anybody is targeting Kari Lake. It's about signature verification and ballot custody. The tabulator shite in 2022 was a fake issue.
