This is basically what my research says as well. The plan is developed initially and they require the owner to follow up on the plan or they can levy fines. The maps show which areas can be flooded and where food plots can be planted. The plan can be changed but requires approval by WRP.

You can cut trees off wrp but has to be select cut and nrcs surveys and tells you which trees.

Depending on where the wrp is, it can go higher than 2500 per acre.

Yeah, I think it will be decades before any trees are ready to cut, and like you said, the choose which trees but no clear cutting.
