I rough sanded, 3 coats of self-etching primer, and 4 coats of flat green paint

I did my metal boat a few years back and it's held really well.
Aluminum oxidizes, just not the same as steal (rust). You have to sand it down with a rough grit to remove the oxidation first and spray on a primer ASAP.
As for the primer - Go to your local auto paint store and let them know what you are doing, they'll set you up with the correct primer, likely a two part etching primer. Make sure you get a good cleaner from them as the typical stuff does not work on this type of primer.
You'll need a spray gun for the primer, I simply bought the cheapest one I could find in the big box store.
Do this and you'll be set to paint what ever color you want and it will stick really well.

Clean well with psi washer(no soap)
Spray cans of self-etching primer. Only need one coat, maybe two on high traffic areas.
Duralux or Parkers Marine paint are great, the camo spray paints work well too and are easier to touch up.
Can make your own stencils out of campaign signs or for sale signs, or buy a cheap set in whatever pattern you choose from Ebay.

last time i repainted my hull, i didnt use primer. just straight duralux aluminum boat green over the existing paint. no peeling yet, and its been 4 years now. just normal wear and tear.
