I highly doubt they just do it on the spot. You have to provide them with a notarized statement explaining what happened to the license, and I would hope they do some minimal follow up.

I lost mine and my wife went with my notarized statement and they made a replacement while she was there. But she had to wait a few hours since they batch process the printing and they had already started the batch. I owed her big time

I'm sure it still is, it was only a month ago. Evidently it happens often, she said it was routine and they even gave her the notarized statement back after copying it/scanning it into their system.

Mine got lost in the mail and they sent me a new one no problem. USPS delivered the original 3 months later so I now have a backup
