Perfect habitat is where everything can live symbiotic so you will need water BUT trying to get quail back you need to tip the scale in their favor. Quail look for 10000 reasons to die & or get eaten. Almost Everything will eat quail,

2 Food and cover
3 read all the research by tall timbers in Albany I believe.
4 land land land they need a lot of land ideally more than 1200 contiguous acres that’s the problem, as you see who in this post has the most contiguous acreage has the most quail
5 don’t focus managing for 1 species. burn Everything and watch what happens.
