Yes. I know someone who lives in LA and got a Virginia CCP online and its valid anywhere that has reciprocity with Virginia.

But Virginia’s governor and legislature were on an anti-gun campaign before covid and were threatening to revoke reciprocity agreements with a number of states because they claimed those states didn’t have strict enough requirements to get a CCP. Coming from a state that issued CCP’s to non-residents via an online only class, that was pretty rich. LA reciprocity was on the chopping block but I don’t remember what other states or if the bill actually passed. So just know even if its valid in TX now, if VA’s anti-gun leadership ends their reciprocity agreement, then your VA CCP is pretty useless

Be aware that there is a good chance that something like that probably won't be valid for you to use in your own state. For instance, in Louisiana, out of state licenses are generally given reciprocity and we allow people to come across state lines with their concealed weapons and honor their permits, much like a driver's license. But if you are a Louisiana citizen, a valid out of state permit will not be accepted for you to use here. Again, much like a driver's license.

It's perfectly legal and you can have as many out of state permits as you can get issued. Your arse is in a sling, though, if you are a Louisiana citizen and you're caught concealing and that's the only permit you have. If you are a Louisiana citizen, you must have a Louisiana CHP to conceal a handgun, no matter what out of state permits you hold. Other states have similar laws.

Don't take my word for it. See what the Louisiana State Police Concealed Handgun Unit has to say.
