They make a sanding disc commonly referred to as a “tiger paw”. The disc has a heavy grit sand paper on its outer edges. A wire wheel and tiger paw would remove the scale (rust) and put a good anchor pattern for the high heat paint. Nothing wrong with putting some elbow grease into it and salvaging it.
