Honda foreman won’t start-neutral light goes out

I had to dismantle battery and a lot of the connections to replace plastic and carrier frame. Now the Atv won’t start. It shows power to neutral light but won’t crank. I also cannot jump the solenoid to get it to crank. The battery is good. All fuses are good. The unique thing here is how the neutral light comes on and goes off, the starter never engages and the solenoid cannot be jumped. Any ideas?
