Flying drones in LA

I have zero experience.
My in law is in town and has one.
Can these be flown on public land here (obviously not out hunting just flying).

Over a certain weight I think you have to register it with FAA. I think you can do it online.

Yes but not within 5 miles of an airport. There is an app called before you fly by the faa that will help.
