Etec Trim issue

Guys, looking for some help. Trim is out on the outboard. Boat is on trailer at the camp. I opened the manual release valve using flathead and motor went all the way down. Your supposed to be able to lift up on the motor and then close the valve. Problem is, when I lift on the motor, it only goes about an inch and then something catches it. Any ideas??? Thanks in advance.
