Check out the Navarre, FL area. Property is pretty affordable, ans no state income tax. They got bears though, baw.

If you can self insure for named storms as long as you elevate above a storm surge you'll be just fine. Well built structures can withstand more wind than one may think (tornado excluded) but no home can withstand a storm surge. Get above the surge. Run of the mill homeowners is inexpensive. The hurricane coverage and flood is totally outrageous.

As said, just don't buy anything not in flood zone X at least 9-10 feet above the water. Plenty of properties right on the water that have that, and plenty of properties blocks from the water that don't.

Outside of that sure insurance and some other costs are slightly more but really not anything to change your life.
