If something happens here that ends a trip, we issue vouchers or coupons for a future trip unless the person is a non resident and the likelihood of them returning is very small. In that case we do a partial or full refund.
The captain in this case did what he thought best and would have been criticized to hell most likely if he had not done what he did. No win situation, you go with safety in this case.

I don't think anyone is saying he should have continued fishing and left the boat out there, he should have offered at least a partial refund or allowed him to fish another day for free.
