I have two boats with inboards. A have light bulb on an extension cord adapter in the engine bay of each.
I also wrap the outdrive with old towels to hold the heat in and the cold wind off of them.

You don’t have to do anything to outboard motors in good condition. ( oil in foot )
Eskimos use them to hunt polar bears. It gets pretty cold up there with all of that ice and stuff.
They just run their boats up on the ice and tilt the motor. Outboards are designed to drain. A previous poster gave a very good explain on how an impeller pump drains.
