Will BP be liable

Neither. The citizens of Louisiana will be left with their dick in their hands which is par for the course.

I don't see how BP could be held liable for the moratorium. That is completely out of their control and a governmental decision.
As much as I would like them to be responsible for these damages, there is not really anyway to hold them liable for a government imposed moratorium.

Unfortunately, I doubt they will be legally.
The moratorium is a DIRECT consequence of this well. If you believe the well is BP's liability, then it stands to reason (maybe not legally...but since when does the law use reason) that BP is liable for all of the lost wages of those who are now (or will shortly be) unemployed as a result of the moratorium.
However, I doubt that'll stand up in court, as BP is no doubt opposed to the moratorium, and will argue such in court to prevent paying lost wages to all the oilfield employees.

Why would anyone hold BP liable for a governmet reaction by a radical politician? This is a case of not letting a disaster go to waste!
