the hydrate deposition made it unstable due to increased buoyancy in the cofferdam's head space
so when they tried to set it they were unable to hold it steady and fit the side cut out over riser laying down
they were afraid they would drop the box on the riser and rupture it even further making an even larger hole in the riser

Why did they try such a RIGID dome?
Why not something like an upside-down funnel shaped tent made of flexible material (Kevlar?) anchored down by really heavy weights around its perimeter?

we cant figure out why the cofferdam had a rigid top. Why didnt it have a swing lid or at least a large hatch at the top for the cofferdam to slide through the hydrates. Then when they got it set they could start pumping and close the hatch
