No. The NYFD would have been all over that building. NYC simply would not have accepted the situation in NOLA.
They have way more buildings and collapses and I don't think they have ever just let a body hang off the side for an extended period of time.

They were finding body parts for awhile, but that was more due to the sheer scale of the job than incompetence like the Hard Rock.
