It's up to the doctor. The doctor I used to work for rarely gave them. He always told the patients walking was good for them

This. When I lived in a dorm at LSU, the parking situation was (and still is) terrible, so getting a close spot with school in session was like winning the lottery.
Then there was some Asian girl always sluttily dressed who'd park right up front with her handicapped tag.
She looked like she could walk just fine in her 4-inch heels.
