Whichever one benefits the architect and or owner. Not the contractor.
A lot of truth in this. I've worked on both sides of the process, so I get why both sides have issues. Designers know a little about a lot, but subs know a lot about a little, so you're going to have some conflicts on specs and plans.
Putting out a 100% CD package is a lot of work, and so is building it.
