The Mississippi River is on the border of Missouri and Illinois... St. Louis is on the Missouri side of the river, and East St. Louis is on the Illinois side of the river.
You may be thinking of East Chicago, Indiana... it is similar to the relationship East St. Louis has with St. Louis, except with Chicago.
