Why would they have to? Both Howie and Blaine will still be employed by the city. Now if one or both are fired, they will eventually get their jobs back through civil service appeals.

He was protected to where if he wanted to stay she wouldn't have been able to touch him, but yes she made it so miserable that he said enough is enough. He didn't quit, he retired before he wanted to. But then again just symantics.
