Ideally when doing a brake job you want to be able to remove the rotor completely which would of course involve removing the caliper and any supporting brackets. This is so you can inspect the rotor on both sides, and have it turned if needed.

Put the new pads in the caliper and then place over rotor and mount to caliper bracket.
