No they don't.
I would carry my 27 month old on my lap for two free seats plus comps because 24 months is pretty arbitrary and if that is safe, I think 3 months older is too.
But if I didn't, I'd certainly call them out for asking me to break their safety protocol, and I guarantee I wouldn't be dragged out of the plane.
Thinking that would happen is worse than thinking the Muslim seated next to you is going to murder you in the name of Allah because you saw that happen on the news, or thinking the plane you are on is going to crash because you heard about one crashing once.

Every piece of literature i have ever read says that carrying a child on your lap is a terrible idea. Terrible, but legal.
Carrying past 24 months? Yeah thats not allowed.
Dont let the OT tell you how to parent though.
ETA- arguing with a stewardess is almost always a losing bet, amirite?
"Just comply and do what you're told" - the OT.

Terrible idea, huh? I feel like you're adding hyperbole for effect.
I doubt a 2 year old being held on your lap on an airplane is more dangerous than one in a car seat in a car, statistically speaking.
