I have been taken from Baton Rouge to New Orleans in an Uber. Was 75 and tipped in cash. I put in my destination and texted ahead

A few years ago this was the case. But every driver in the past year or so has told me they don't know where you're going until they pick you up. Noticed when you get in their car they press a button on their phone and then ask you if the place that shows up is where you are going. I think they actually changed this for the very reason that people were declining trips if they didn't feel like going to that place. It is still pretty easy to manipulate the part of town you go to because most people in nicer areas of town are not calling an Uber to go to North Baton Rouge or something.

I think it just depends on the person and the distance you're talking. Mandeville to New Orleans is 50-50, but I could totally see not wanting to do Baton Rouge to New Orleans. Some people just don't want to take their car that distance. Also Uber drivers can go on and off the clock for as little or as long as they want. If you pick up a fare thinking that you're about to wrap up and it's 3 hours round-trip, you're understandably going to say no. I definitely think that for distances like that, you should take advantage of the website that allows you to pre-arrange a ride.
