Cant speak for mexico but i did a good bit of dental work in turkey 3-4 years ago and saved alot of money and havent had any issues.
One of the problems with this type of thing is that it often takes years before "bad" dental work makes itself known. There could be rampant decay under crown or bridgework that remains asymptomatic until it's too late.
I had a patient who had very poorly done multi-unit fixed bridgework with horrible margins that had recurrent decay everywhere. Turns out she had it done by a relative in South America and paid thousands of dollars. After talking to her, I really think the relative did as good of a job as he could, but just wasn't well enough trained to know what the hell he was doing. She kind of had a feeling that something just wasn't right about the whole deal, but she thought she was saving herself a lot of money. It ended up costing her around $5,000 to have everything replaced and done properly, and also cost her a tooth or two. Cost way more in the long run than it would have to do it right from the start. No way in hell I'm getting any type of medical or dental treatment south of the border.

No, just someone who doesn't value things that don't go bling.
