That means it's too wet, baw. Pro tip for a balled-up disk or row drag, TripleK baskets, etc. - put her in road gear and lightly engage the implement with the turn row at high speed to remove mud. I never did this because my old man would've beat the shite out of me but i've heard it works . Good times they were.

Family farm in NE Texas was in the black mud - awful. Slick when really wet, sticky as hell when somewhat wet. I used our tractor more than once to pull out people who thought their four wheel drive would get them down a truly muddy black dirt road.
