Would it be fair to say that in the discussion of extraterrestrial life, we have to assume none was possible in the early universe due to this?

Our planet formed 4 1/2 billion years ago and it took 3 billion years to go from slime to us. The universe is say 13 1/2 billion years old. And JWST has found galaxies believed to have formed 200 to 300 million years after the big bang. So I'd say life and intelligent life could have formed and died in that time. We are already talking about chunks of stuff in our solar system that may be remnants of "other worlds" and "other suns".

I'd also say given we are made up of the same stuff formed in stars it is ubiquitous in the universe. Under the right conditions, it is easy for life to form. But it takes a very special place and planet to nourish and protect it. Those may be exceedingly rare and rarer. Because we've never found anything else. But it could have formed and died a billion years before us.
