The alcohol evaporates fast and helps the water to evaporate.

Evaporation is an exothermic Chemical reaction which means it loses heat and therefore it gets cold.

Rubbing alcohol will have similar effect.

I always use it on mosquito and ant bites. Seems to stop the itching.

May be a mind over matter thing though.

I was the one who posted it in the thread the other day. Here's how I use it when I am out in the summer heat. Fill a small igloo cooler with ice, water and 1-2 capfulls and mix it all together. Keep a few towels in there and any time you get hot, put one around your neck. The alcohol that evaporates will make it feel cooler and it has a nice smell. I don't play golf in the summer without it.
