I was looking into whale watching but got bogged down. Is it common/likely to see whales or is it a rarity?

There are resident Orcas and Humpbacks in Puget Sound. Grays are migratory, you will see them in the spring and fall. Some of the whale watching tours have a money back guarantee.
ETA: my sister lives up there and sees them pretty regularly when she goes kayaking.

Where are you staying? I know a fantastic campground about a mile from Rainier. Great cabins and grounds.

I've been to Buckley's sports bar on Queen Anne the last couple of times I've been there. Nice location, good food.

If you do Pike Place bring some cash they have cool little foods to snack on worth a try. Like try a piroshki.
If you are downtown Pyramid Ale house is popular on game days. May be worth just grabbing a beer.
There are a lot of suggestions on here but based on what I am reading you may want to narrow it down to attractions closer together. rainier and San Juans would be a decent drive in opposite directions.
