What were the levels and what do you deem acceptable. Two major factors in your statement.

There are drinking water standards set by EPA with acceptable levels of organic and inorganic chemicals. All public supplies are subject to providing water that meets these standards.
If you have ppm levels of arsenic they do not meet these standards.

Not sure discharge from a industrial site has to meet the drinking water levels.

Although I have never been on the side of negotiating permits, only on abiding by them.
