The problem is more than throwing BP...I could not throw a baseball for 3 months and my elbow be fine, but when I work out triceps (do a push up or anything) I can feel it on the inside of my elbow.

Get an elbow elastic sling an wear it when pitching.

I can almost promise you the issue is with your forearms or triceps.
Try this first:
1.) Sit in a chair next to a table
2.) Place tennis ball or other hard, yet flexible ball on the table.
3.) You are going to smash the crap out of the entire back of your arm, starting just above your elbow.
4.) Arm is extended over the ball with your palm facing up
5.) Rock back and forth and bring your palm up like you are "making a muscle"
6.) Do this all the way up your arm
If this is painful, you have some triceps issues and should do this 2x a day.
Do you notice a difference afterwards?
