Paging Napolean or any other OT handymen. Chasing dryer cord from 4 to 3

I'm changing a dryer cord from a 4 plug cord to a 3 plug to match the outlet. My question is in regards to the grounding strap or green jumper wire. Is this considered a grounding strap or do I still need to run a jumper #10 jumper wire?
So basically, I know nothing changes on the two outside wires, but on the middle wire, do I simply keep the white and yellow wire coming out the appliance on the post, add the middle wire from the new plug, and keep the metal piece which I assume is a grounding strap, or do I need to add a piece of wire from the middle post to the frame. I'm 99% sure that the grounding strap is already there, but I can't risk being wrong and the potential hazard of the frame becoming energized and shocking one of the kids if they touch it.

As much as I love the OT, I am not sure I would trust my life to them. This easily seems like a situation that makes the news after you switch the wrong wire.

I just did this last week. Remove the ground wire from the three prong out of the way and put electrical tape on it if you want. Put the ground from the 4 prong on the screw where you took the previous ground wire off.

It looks like someone installed a 4 wire cord on that dryer wrong. If you're using a 3 wire whip, leave the bonding jumper on and land the white wire to the middle screw terminal.

You remove the grounding strap and run the green ground wire to the ground screw (see that symbol for ground)
ETA sorry going from 4 to 3. Just hook white to white, leave that brass grounding strap on, and of course red to red and black to black. That ground stip does the same job as the fourth wire(green) anyway. (chassis ground)
