It's not a huge negative if they have a decent story to go with it, and don't show a history of job hopping.
I've hired people with 10 years on the job who went through 3 in short order afterwards, their reason was they got laid off, and went through 3 jobs they just couldn't stomach, but needed to work.
That person is still here after 3 years and been promoted twice.

Statistically speaking, you are at about a 40% disadvantage against someone who is employed, or has been unemployed a shorter time frame than you, regardless of who is the most qualified.
I personally think how well one interviews can over come this, but the numbers aren't there.
