That's the way it's supposed to work in theory. Since they've never been used, no one really knows what would happen.
Fun fact: During the Cold War, SF teams were trained to deploy backpack nukes. They were supposed to have fuses that allowed the teams to get away, but they widely believed the bombs were set to go off immediately when armed, Thus, a suicide mission.

Wouldn't this be relatively easy to figure out? I mean, wouldn't this explosion (if nuclear) leave behind a radioactive signature?
Also, what sort of radioactive pollution does a small tactical nuke leave behind? Will that hillside be off limits to humans for generations?
What is the risk from fallout?
Seems to me that someone in Yemen could easily determine with a Geiger Counter if this was nuclear or not.
