Vocal fry + starting sentences with "So" + making every sentence sound like a question.
It might be a dialect of "Valley Girl" but it's embraced by a lot of young female announcers.

She gave a training presentation and did that thing you described with making the inflection to where a sentence sounds like a question.
Another thing they do, say the word "amazing" for everything. "That lunch was soooo amaaaazing!"

1. Rural Kentucky. They use archaic words and expressions from the 1800's. Had a math genius roommate in college from dirt floor home.
