Well sure; I would imagine their goal is zero deaths, on both sides. I'm just curious as to why a fraction of a percent of cases go viral and people assume that it's an overwhelming number and therefor an issue, or "systemic problem" as many others have called it.

99.6% seems pretty successful to me all things considered.
