i tried to get one in the parish i work to save time, and they said, 'nope. i have to get it in EBR.' this was at a legit place. not some hood rat place.

Certain parishes like ebr require emissions test as well so you have to get in in one of those parishes. But other parishes that don't require it, you can get it anywhere.
