What kind of fines does your HOA levy for not cutting grass?
I usually walk through once a week with a ruler and if grass is higher than 2 inches i call my baw in the landscaping company to come cut it. The homeowner receives the bill for the cut plus a $100 fine.

Customarily, I would institute Prima Nocta. But, that was rescinded last May at the board retreat in Maui.
The biggest problem you’ll have with the 2 inch rule is during the winter when most will have rye grass planted, or have a neighbor that likes to lower the deck on them regularly. I’m guilty of this.
If I were you, and you’ve got a known habitual offender that’s causing problems for everyone, I’d drop a little not on their door and explain to them that you’re going to blend a fish for them, soon.
