LA vehicle registration renewal fee

Is there some way to have the renewal fee based on the current value of the car? I'm paying $70 on a ten year old vehicle and only $45 on a six year old vehicle. Seems like a load of bullshite to me.
What's the deal? Can I relinquish the plate and re-register it on current value? Sell it to my wife at current value and re-register it that way? Or am I just stuck paying the same fee forever?

Just renewed my truck today and it was $144. I didn't know trucks get renewed every 4 years and cars are every 2.

Its a BS fee "based on value" but never depreciates with the value of the car
