Right but much of the traffic jam in BR is due to trucks coming from i-12. Existing development and natural features would make it very hard/expensive to connect i-12 to the Southern bypass that is being pushed.
Baton Rouge already has good interstate infrastructure from downtown to Zachary. Use that and take advantage of undeveloped land in the northern portion of EBR and Livingston Parishes to construct a Northern Bypass.
You can build the new interstate where Hooper rd is and go straight across the river right there. That also happens to be next to the airport. After that, tie into 190 and then use 415 to get back to i-10.
It's not perfect, but I know what will happen instead will be way stupider.
