There are plenty of tall buildings around with roof access. They need to not be pussies.

A few weeks ago I was driving down Siegen right under the Interstate where the homeless hang out and in the corner of my eye I see a guy about to run full speed in front of my car but before he could get past the middle lane some other homeless guy tackled him.
